Memorandum of Understanding
Signed by AYSO Region 9 and the CRPD

Thursday April 19, 2007 was an historic date for AYSO Region 9.  At their regular bi-monthly meeting that evening, the Conejo Recreation & Parks District (CRPD) Board unanimously approved  a Memorandum of Understanding (MOU) between AYSO Region 9 and CRPD, a document initially drafted and previously approved by the Region 9 Board and by AYSO National’s Legal Office.

Signing the document on behalf of Region 9 was Brigette Brazier, Regional Commissioner.  Signing on behalf of CRPD was Jim Friedl, General Manager, and Mark Jacobsen, Chairman of the CRPD Board.

Also present Thursday evening were:  Tom Skaff, Region 9 Commissioner from 1996-99 and in 2003; Chuck Huffer, Region 9 Commissioner from 2000 to 2002; Lars Lee, Region 9 Commissioner from 2004 to 2006; and Ed Rigsbee, former Region 9 Board Member and author of the Region 9 history “Brian Gets to Play”.

In brief, the MOU which was signed Thursday:

  1. Reviews the 30+ year positive working relationship between Region 9 and CRPD and the Master Plan for expansion and improvements of the soccer facilities at Conejo Creek South.
  2. Commits Region 9 to providing $1 million of the funding for the expansion and improvements (including the already-purchased and installed Musco lighting system; and invoiced payments to CRPD totaling $400,000 as the project progresses).
  3. Provides that Region 9 shall have first priority use of the Conejo Creek South soccer facilities during the August 1st to March 31st period (our primary, secondary and tournament seasons); with CRPD agreeing to accommodate AYSO during the balance of the year when the soccer complex is not in use for specified community events or down for refurbishment.
  4. Provides for a 10-year term for the Agreement, with an additional 10-year option for Region 9 to extend the Agreement.
  5. Specifies CRPD’s obligation to maintain the facilities, and Region 9’s obligation for certain ongoing fees.
